Center Parties Announce Congressional Unity Against Tax Raise

Presidents of 7 parties met this Wednesday (7.Jul.2022) in Brasília to define a “joint agenda” that represents “a better path for Brazil”. They said they will work together to prevent the “increase of taxes for the Brazilian people”. The subtitles were present: Citizenship, DEM, MDB, Novo, Podemos, PSDB and PV. “As one of the points of convergence, [os partidos] they established to work with their benches in the National Congress against the increase in taxes in the country, which is proposed in the Tax Reform sent by the Bolsonaro government”, reads a statement released after the meeting. “These parties will work together in order to prevent the increase of taxes for the Brazilian people, harming small businesses and job creation, especially in this still delicate moment of pandemic.” The Ministry of Economy sent to Congress, on June 24, a proposal for changes in the Income Tax rules. Among the changes is the expansion, for individuals, of the exemption range –from R$1,903.98 to R$2,500– and an adjustment of 13% in the following ones. The project does not make the tax more progressive, as expected, and restricts access to the simplified discount in the annual declaration. The text also provides for the end of the IRPF (Individual Income Tax) exemption on dividends distributed to shareholders and business partners. The amounts are now collected at source. The IRPJ (Corporate Income Tax) rate will drop by 5 percentage points by 2023 – with the possibility of a further reduction of 10 points. The total dividends distributed by the company, however, are no longer deducted from the IRPJ. The project has received criticism from business organizations, tax lawyers, congressmen and industry experts. The President of the Chamber of Deputies, Arthur Lira (PP-AL) , declared on this Wednesday (7.Jul) that the text will not be voted on until “it is mature and discussed with all the parties”. in a joint agenda, which represents a better path for Brazil, different from the extremes.
